As we prepare for the 2026-2027 school year, we want to remind families that all Arkansas public schools, including the Lake Hamilton School District, will continue following Arkansas Act 122, the state's "Bell to Bell, No Cell" law.

This law applies to every public school district in Arkansas and requires students to refrain from using personal electronic devices during the school day.

We understand that families may still have questions, so we wanted to provide a quick reminder of what the law means for our students.

A Reminder: This is State Law

Arkansas Act 122 was passed by the Arkansas Legislature and applies to every public school district in the state.

• This is not a Lake Hamilton School District policy.

• This is a state law that all public schools are required to enforce.

The purpose of the law is to reduce distractions, increase student engagement, and create a safer, more productive learning environment for students in Kindergarten through 12th grade.

What Does "Bell to Bell, No Cell" Mean?

Students may not use personal electronic devices during the instructional day—from the first bell until the last bell.

This includes activities such as:

  • Texting

  • Social media

  • Gaming

  • Streaming media

  • Using wireless earbuds or headphones

  • Messaging or internet use on smartwatches

Personal Electronic Devices Covered Under the Law

The law includes, but is not limited to:

  • Cell phones

  • Smartphones

  • Smartwatches

  • Wireless earbuds and headphones

  • Tablets

  • Laptops or notebook computers

  • Digital media players

  • Portable gaming devices

  • Bluetooth-enabled devices

  • Digital audio and video recorders

  • Pagers or similar communication devices

Exceptions Allowed Under State Law

The following devices or situations are exempt:

  • School-issued instructional devices

  • Devices required for documented medical needs

  • Devices included in a student's IEP or Section 504 Plan

  • Devices required for concurrent enrollment courses using two-factor authentication

  • Personal devices during serious emergencies, including medical emergencies, natural disasters, or school evacuations

Communicating with Your Child During the School Day

If you need to contact your child during school hours, please contact your child's school office. Our staff will ensure your child receives your message or is given the opportunity to return your call when appropriate.

Likewise, if your child needs to contact you during the school day, school staff will assist them.

Where should students keep their devices?

Students should power off their personal electronic devices and keep them stored in their backpack or personal belongings throughout the school day.

What happens if a student uses a personal device?

Students who use or activate a prohibited personal electronic device during the school day will be subject to school disciplinary consequences in accordance with district procedures and state law.

Can my child wear a smartwatch just to tell time?

If the smartwatch has communication, internet, Bluetooth, messaging, or similar capabilities, it is considered a personal electronic device and may not be used during the school day.

What if my child has a medical need?

Students with documented medical needs may use approved devices as permitted under Arkansas law.

Can teachers allow students to use their personal phones for class assignments?

No. Even for instructional purposes, personal electronic devices may not be used during the school day. Teachers will utilize district-issued instructional technology when needed.

What happens during an emergency?

Student safety remains our highest priority. During emergencies, the district will follow established emergency procedures and communicate directly with families through our official communication channels.
